About the Firm

Built on expertise,
driven by outcomes

Pars Advisory is an international management consulting and advisory firm with a primary focus on the Middle East and Indo-Pacific — markets where precision, cultural fluency, and senior-level relationships are decisive advantages.

Our Story

Who we are

Pars Advisory was founded on a single conviction: that the most consequential business decisions in emerging and frontier markets demand senior-level advisory — not delegated to junior teams, not diluted through layers of management.

We operate at the intersection of the Middle East and Indo-Pacific — two of the world’s most dynamic and complex economic corridors — advising corporations, private equity firms, sovereign institutions, and high-growth ventures on the strategic and operational challenges that define their trajectories.

Our principals bring deep regional fluency, established relationships at the highest institutional levels, and a track record of successfully closed mandates across cross-border markets.

“Strategy without precision is ambition. Precision without strategy is merely execution. The intersection of both is where we operate.”
— Pars Advisory
We are a small but dedicated team of senior individuals whose expertise overlaps intentionally across our core regions and practice areas. That overlap is a strength: our advisory on sovereign wealth mandates informs our market entry work; our political risk intelligence sharpens our strategic advice. Every principal carries expertise that cuts across more than one practice area.
01
Regional Expertise
Deep operational fluency across the Middle East and Indo-Pacific — regulatory, cultural, and relationship dynamics that shape outcomes at the highest levels. Our principals speak the language of these markets, literally and figuratively.
02
Senior-Level Engagement
Principal-level expertise on every mandate. No junior hand-offs, no diluted advice — from first meeting to final deliverable. The people you meet at scoping are the people who execute.
03
Cross-Border Acumen
Advisory built for organisations navigating Gulf, Asia-Pacific, and global regulatory and investment frameworks simultaneously. We understand how these jurisdictions interact — and where the friction points lie.
04
Proven Track Record
A history of successfully closed mandates across complex international markets — from sovereign wealth transactions and infrastructure advisory to technology market entry and compliance structuring.
What Guides Us

Our values

Four principles underpin every mandate we take on. They are not aspirational — they are the standards we hold ourselves to, and the basis on which our clients choose to work with us again.

Integrity
Every mandate is conducted with complete discretion, intellectual honesty, and a commitment to the long-term interests of our clients — not the short-term optics of the engagement. We will tell you what you need to hear, not what you want to.
Precision
Vague advice is no advice. Every recommendation is grounded in rigorous analysis, specific to context, and actionable from day one. We do not deal in generalities, frameworks, or boilerplate.
Relationships
In the markets we operate, trust is the prerequisite to everything. We invest in relationships before engagements, and maintain them long after mandates close. Our network is not a database — it is earned, and it is real.
Outcomes
We measure ourselves by results — not by hours billed, reports delivered, or presentations made. The outcome is the only metric that matters. Every engagement is scoped with that in mind from the outset.
Track Record · Saudi Arabia

Working alongside the Public Investment Fund

Among the most significant mandates in our portfolio has been advisory work conducted in close proximity to Saudi Arabia’s Public Investment Fund — the sovereign wealth vehicle at the centre of the Kingdom’s Vision 2030 transformation, and one of the largest and most active sovereign investors in the world with assets exceeding USD 900 billion.

Our engagements have spanned multiple sectors and mandate types — from advising on infrastructure project structuring and technology investment theses to supporting the navigation of PIF’s co-investment frameworks for international partners seeking access to the Kingdom’s capital and deal flow.

These mandates have required an unusual combination of capabilities: deep familiarity with Saudi regulatory and governance structures, fluency in the cultural and institutional dynamics of GCC sovereign capital, and the credibility to operate at the level where decisions of this scale are made.

“Access to sovereign capital of this scale is not transactional. It is relational, institutional, and deeply contextual. That is precisely where we are positioned.”
— Pars Advisory
Sector Exposure

Areas of mandate focus

Infrastructure & Real Estate
Advisory on NEOM-adjacent and broader Vision 2030 infrastructure mandates, including structuring for international co-investors and contractors entering the Kingdom’s project pipeline.
Technology & Digital Economy
Strategic advisory for technology companies and funds positioning for PIF’s expanding technology investment thesis — including AI, fintech, and digital infrastructure.
Energy Transition
Advisory on the intersection of sovereign capital and the Kingdom’s energy transition agenda — including renewables, hydrogen, and clean infrastructure co-investment.
Financial Services & Capital Markets
Supporting international financial institutions and PE firms in understanding PIF’s LP and co-investment frameworks, deal protocols, and governance expectations.
Political Risk Practice

A distinct but integrated capability

Our political risk practice operates as a distinct discipline within Pars Advisory — separate in methodology and deliverable from our management consulting and strategic advisory work, and staffed by principals with specific backgrounds in geopolitical analysis, sovereign risk assessment, and regional intelligence.

It is not, however, siloed. For mandates where the geopolitical environment is material to the decision — cross-border capital deployment, market entry in contested or high-volatility jurisdictions, or investment decisions with significant sovereign counterparty exposure — our political risk capability is integrated directly into the advisory at the client’s discretion.

Clients may engage the practice as a standalone mandate or elect to include it as a component of a broader engagement. The choice is theirs. The capability is always available.

What the Practice Covers
Political risk across the Middle East & Indo-Pacific
Sovereign risk assessment, regulatory instability mapping, geopolitical exposure analysis, sanctions landscape advisory, government counterparty evaluation, and scenario planning for volatile or transition-risk environments.
When it is included in a mandate
We recommend integration where the mandate involves sovereign wealth or government-linked counterparties, entry into a jurisdiction undergoing regulatory or political transition, cross-border capital with multi-sovereign exposure, or any scenario where geopolitical developments could materially affect the investment or operational thesis.
Standalone political risk reports and briefings
Integrated risk annexes within strategic advisory mandates
Ongoing monitoring retainers for active-market clients
Pre-investment geopolitical due diligence
Our People

A small, dedicated team

Pars Advisory is deliberately small. We are a focused team of senior individuals whose expertise overlaps intentionally across our core regions and practice areas — Middle East, Indo-Pacific, sovereign wealth, political risk, financial services, and technology.

That overlap is the point. A principal advising on a GCC market entry mandate also brings sovereign wealth fluency. A principal working on a political risk brief also understands the financial structuring implications. There are no generalists here, but there are no siloes either.

We grow selectively. Every addition to the team is a principal-level hire in a region or sector where we see a genuine capability gap — not headcount for its own sake.

Our Approach

How we work

Every engagement begins with a commitment: we will only take on mandates where we can deliver genuine, measurable impact. If we cannot, we say so — before we start, not after.

We work in tight, senior teams. The principals who pitch the engagement are the principals who execute it. This is not the industry norm — it is our deliberate choice.

We price on value and outcomes, not hours. Most of our mandates are structured as fixed-fee or retainer engagements, ensuring full alignment between our incentives and our clients’.

Our History

Key milestones

2021
Foundation
Pars Advisory was established as a solo consultancy during the height of the pandemic — advising businesses, institutions, and investors navigating the profound disruptions of the period: supply chain fragmentation, sovereign risk repricing, accelerated digital adoption, and the geopolitical realignments that followed the global health crisis.
2023
Expansion & Sovereign Wealth Practice
As post-pandemic capital markets reopened and Gulf sovereign wealth funds entered an unprecedented cycle of international deployment — driven by Vision 2030, elevated energy revenues, and a global hunt for diversification — we expanded the team and launched a dedicated sovereign wealth and private equity advisory practice. First mandates in proximity to the Public Investment Fund followed shortly after.
2024
Political Risk Practice
Against a backdrop of sharply rising geopolitical risk — escalating tensions across the Middle East, renewed great power competition in the Indo-Pacific, and the growing intersection of sovereign capital and geopolitical strategy — we established a dedicated political risk practice. Demand from existing clients navigating these environments made the expansion a natural and necessary step.
2026
Full Incorporation
Pars Advisory formally incorporated with a full-service advisory mandate across seven disciplines and two primary global regions — reflecting the scale, structure, and institutional credibility the practice had earned over five years of operation.
